Skin Regime anyone?

OK so here is my problem, I have Oily skin, a little acne im 23, i've controlled acne using different products, right now im using a bar soap from neutrogena for acne prone skin, and an astringent, I use both twice a day, I also use a gillette moisturizer with spf 15 which works, but I want clear skin, I get the usual pimples, and some little white ones arounf my eyes, The problem is the acne scars my skin and I have a couple of dark marks on it. Also when I shave I use an olay clay mask and an Avon antibacterial scrub before shaving, these work and i dont get any bumps after I shave. What am I doing wrong that I still get pimples. and how can I get rid of the little white ones?
