My toddler turns purple?

I agree with the others hun. You demand that your Dr refer you to someone else if he can't tell you what is wrong.Thats is YOUR right! It does sound circulatory and I would be concerned too. It may just be something that can be treated with medication, but all the more reason you need to seek another opinion. I just hate it when Drs p the buck. I see it all the time.(not all of them)
