The dark knight plot questions?

i dont understand the "sonar" thing that lucious fox and bruce wayne did with tracking the cell phones. can someone explain that. and when rachel gave the letter to alfred and he asks when is the right time to give it to bruce and she says "its not sealed" what does she mean by this? thanks!
