Do pedestrians have a responsibility as well?

In some, if not most states a vehicle is to yield the right of way to a pedestrian. Shouldn't then a pedestrian be asked to cross in a reasonable amount of time? I am not saying that a pedestrian need run through a crosswalk, but they should focus on what is going on around them and not cause a delay in traffic.
